APAC BIOSECURITY FACILITY AND PROCEDURE AUDIT
On 13 November 2020, the Biosecurity Rules for Livestock Agents were published in Government Gazette 43900, Board Notice 135 of 2020. Livestock agents are granted a grace period until 30 June 2021 to familiarise themselves with the content; adjust their infrastructure and processes where necessary; and prepare for overall compliance.
Attached, the audit questionnaire that will be used to determine the status of biosecurity at each auction facility. This document can be used as a baseline to further prepare auction facilities for biosecurity readiness.
As of 1 July 2021, external audits of auction facilities and biosecurity procedures will be undertaken by an independent auditor [as contemplated in Rule 1(d)]. This will be done on a bi-annual basis.
The South African Meat Industry Company (SAMIC) was appointed for this purpose. SAMIC is accredited by the South African National Accreditation System (SANAS) and appointed by the Department of Agriculture, Land Reform and Rural Development (DALRRD) as an Assignee for the application of sections 3(1)(a) and (b); and 8 of the Agricultural Product Standards Act, Act 119 of 1990 (classification and marking of meat intended for sale in the Republic of South Africa). Detailed information about the audit procedure and costing for the livestock agent will be provided in due course.
