CALL FOR EXPRESSION OF INTEREST

DEVELOPMENT OF AN IMPLEMENTATION/BUSINESS PLAN FOR THE LIVESTOCK IDENTIFICATION AND TRACEABILITY SYSTEM IN SOUTH AFRICA FOR THE LIVESTOCK INDUSTRY AND DEPARTMENT OF AGRICULTURE, FORESTRY AND FISHERIES, DEPARTMENT OF TRADE AND INDUSTRY, DEPARTMENT OF SCIENCE AND TECHNOLOGY AND THE TECHNOLOGY INNOVATION AGENCY.

 

The National Animal Health Forum (NAHF) in collaboration with the Department of Agriculture, Forestry and Fisheries (DAFF) and the Committee on Livestock Identification and Traceability System in South Africa (LITS SA) are seeking to appoint a qualified and extensively experienced service provider(s) to develop an evidence-based implementation/business plan of action for the LITS SA Operational Policy Framework. The service provider(s) will also be required to assist the NAHF, DAFF and the LITS SA Committee in implementing the Terms of Reference (TOR) set out by the LITS SA Committee.

The outcome of the work of the Livestock Identification and Traceability service provider(s) will include:

  1. A comprehensive implementation business plan for the benefit of the entire livestock sector in all nine (9) Provincial Departments of Agriculture (PDAs) in the Republic of South Africa, implemented initially for cattle before expanding to include other species.
  2. A recommended design and implementation of a data system and related infrastructure to capture and process information in line with future modern technology and international best practices, and an effective integrated system for tracking of animals down the food chain from producer to slaughter and to retail distribution.
  • A recommended practical and cost-effective livestock identification method(s) which should take cognisance of the South African environment and the different production methods and the need for real time data and future technological changes to the methods of identification.

Simplicity, sustainability and cost efficiency should be the main guiding principles for the design of the LITS implementation plan.

The collaborating partners invite eligible and professional service provider(s) with a proven track record, local/regional presence and extensive knowledge and experience in terms of Livestock/animal product certification requirements, developing, implementation and maintenance of similar Livestock Identification and Traceability systems at national, regional and international level.   • The eligible and professional service provider(s) shall have, among others, experts with a diploma/degree in veterinary science/animal science/animal health and agricultural economics with at least 10 or more years of proven experiences in national and or regional agri-products/livestock identification and traceability systems for trade facilitation.
